Tier 1 — Weather Intelligence Analytics
Calibrated probability outputs and risk scores — the entry point to the Cliff Horizon product stack.
The relationship builder. Calibrated probability outputs, risk scores, and configurable alerts — with no performance guarantee.
What You Get
- Calibrated probability dashboards — P(event > threshold) for temperature, rainfall, irradiance, and wind at your project sites
- Multi-variable risk scores — integrated risk profiles combining multiple weather variables into a single exposure metric
- 10-day forecasts with ensemble uncertainty bands
- Configurable alerts — "Notify me when P(rainfall > 50mm) crosses 60% for Jakarta"
- Natural-language risk assessments — plain-English construction delay risk summaries per site
How Pricing Works
Tier 1 is priced as a subscription analytics fee — monthly or annual, per project site. No performance guarantee, no warranty premium, no capital at risk.
The fee is intentionally discounted relative to Tier 2. Tier 1 exists to establish the relationship and demonstrate the engine's calibration quality to the client. The goal is to transition every Tier 1 client to Tier 2 within the first renewal cycle.
The Upgrade Path
During the Tier 1 period, the engine accumulates a performance history against the client's specific sites and weather variables. At the built-in review point (typically 90 days), Cliff Horizon proposes Tier 2 warranty terms based on observed performance:
- Which metrics qualify as Warranty-Eligible
- What Variance Thresholds are appropriate
- What the warranty premium would be
Some clients may upgrade to Tier 2 immediately if they're ready to define Service Metrics and Variance Thresholds upfront.
Dashboard Access
Tier 1 clients receive full access to the Cliff Horizon dashboard:

Who It's For
Tier 1 is for clients who want to understand their weather exposure before committing to financial protection. Typical early adopters:
- Infrastructure developers evaluating weather delay risk at a new project site
- Solar operators assessing irradiance shortfall risk before PPA negotiations
- Agricultural cooperatives benchmarking rainfall variability across regions
